Google has added new user settings to the Search Console that works at the account level. This was reported in Google Webmasters Twitter account.

New options:
Search Console in Google search results. Webmasters can now control which sites should show the performance cards and which not.

Email newsletter settings page. Here you can choose what types of messages you agree or disagree to receive, or entirely refuse receiving e-mailing.
